WB-Sustainable Livelihoods and Self- reliance of Refugees in Rwanda (Contract No. 7210794), November 2023 to February 2025 (ongoing):
The specific objectives of the assignment are: The assignment task involves collecting Survey data for a study on sustainable livelihoods and self-reliance of refugees in Rwanda. The primary goal of this study is to promote the economic inclusion of refugees and host communities. The Ministry in charge of Emergency Management (MINEMA) and United Nations High Commissioner for Refugees (UNHCR) developed a Joint Strategy for the Economic Inclusion of Refugees and Host Communities in Rwanda for the years 2021-2024. The strategy aims to empower refugees and neighboring communities to become self-reliant members of Rwandan society by 2030. It focuses on four primary objectives: livelihoods, socio-economic inclusion, self-reliance promotion, and results-based programming. Preliminary review of the Joint Strategy identified a lack of robust socio-economic data and a comprehensive progress-tracking framework. This deficiency is in line with the Rwandan government's Strategic Plan for Refugee Inclusion for 2019-2024, which underscores the importance of regular monitoring and comprehensive assessment. To address this, a survey firm will be appointed to conduct two rounds of Computer-Assisted Personal Interviews (CAPI) in October 2023 and October 2024. The firm will collect 2,000 household surveys in each round. The sample and contact information will be provided by the World Bank, UNHCR, and the Ministry of Emergency Management, with two main strata: refugees in camps and urban areas like Kigali, Nyamata, and Huye.
